Early Years Childcare Placements and Payments

Childcare placements

As a childcare provider in Caerphilly county borough, you may offer funded childcare placements through Flying Start, Assisted Places, Early Years Education, or Childcare Offer for Wales.

For placements through Flying Start or Assisted Places:

  • Funding cannot start until you submit an Individual Child Placement (ICP) form, which requires approval from us. Upon approval, both you and the parent will receive an email confirming the funding start date, end date, and the number of funded sessions per week.
  • Parents may access the funded placement while awaiting the processing of their application and/or ICP, but this will be at their own expense. Payments cannot be backdated.
  • ICPs should be submitted before the end of the current term for placements scheduled to begin in the next term, allowing sufficient time for payment setup and register preparation.
  • If a placement is agreed upon after the term has started, you must promptly submit your ICP to prevent payment delays.

For Early Years Education placements:

  • Parents must apply through the School Admissions system. Payments are made termly and are administered by the CCBC Education team.

For Childcare Offer placements:

The ICP and payment date schedule outlines payment dates for the next 12 months and the deadline for submitting a new ICP to meet each payment date.

Enhanced Provision

Some children who are accessing a funded childcare placement through Flying Start, Assisted Places, Early Years Education, or Childcare Offer, may require extra help during their time at the setting. This additional assistance means they need more staff to support them, which we call ‘Enhanced Provision’.

Decisions regarding Enhanced Provision for a child and the level of support they require are made at the Emerging Needs Panel.

Parents, with help from their Early Years Worker, work together to find a suitable childcare provider that can support the child. If you are asked to provide such a placement, you will need to evidence your ability to support the child’s needs and submit an ICP form.
