How to become an approved Childcare Provider for funded childcare placements
To deliver funded childcare places in Caerphilly, you will need to join our list of approved providers. You must do this via our Dynamic Purchasing System (DPS).
There are 3 Lots in the DPS:
- Lot 1 – Delivery of Early Years Education
- Lot 2 – Delivery of Flying Start Places
- Lot 3 – Delivery of Assisted and Supported Places
You can apply to deliver as many Lots as you like on one application.
How to get on the DPS
- Register your company details on Sell2Wales
- Then go to the CCBC Proactis Plaza e-tendering system and either log in or ‘sign up’
- Once in the system, go to the ‘Opportunities’ tab and search for the key word – ‘Childcare’
- Select ‘DPS Provision of Childcare – Caerphilly County Borough Council’
- Please read the Specifications/Appendices for each Lot carefully in the ‘General’ tab
- Complete the DPS online application in the ‘Questions’ tab.
- Once completed click ‘submit’ to Procurement. Once this is done, please email both Helen Sellwood Sellwhl@caerphilly.gov.uk and the Early Years inbox earlyyears@caerphilly.gov.uk to notify us.
- Once all details are checked by Procurement, the Early Years team will be notified, and you will be placed on the DPS.
- If there is anything missing from your application the Procurement Team will contact you to ask for the missing information. You will also need to complete the Data Controller Agreement (DCA) before you can be placed on the DPS.

Before you can deliver funded places
- Early Years Officers will complete the Pre-delivery Checks to ensure you meet all the requirements to deliver, including:
- Qualifications
- Quality environment checks, for example, Infant and Toddler Environment Rating Scale (ITERS) and Early Childhood Environment Rating Scale (ECERS))
- Ensuring you are working towards the Caerphilly Quality Standards and the Healthy Early Years Scheme (HEY)
- The 4 Toolkit, Financial, Health and Safety, Safeguarding and Inclusion
- Policies
- Training, etc
- Once these checks are complete you will be placed on our ‘Active’ list of providers for the LOTS applied for and families will be able to access placements with you.
- You will be set up on Caerphilly Connect to give you access to paperwork including the ICPs
Once on the DPS, CCBC Officers and Advisors will continue to support you to deliver high quality placements.
